The Role of the Maintenance plan in Raising the Efficiency of the Restoration and Maintenance System for Heritage Buildings in Egypt

Abstract

The Egyptian state, represented by its national institutions and authorities concerned with the field of preserving and maintaining heritage and archaeological buildings, has recently become one of the most important priorities of the Egyptian state. However, by examining maintenance projects for existing heritage buildings whose restoration has been completed, it was found that the steps for preparing a maintenance plan for a heritage building were not unified. The research problem came on this basis, through the field visits to the various restoration projects and the necessary interviews, it was found that there are no steps stipulated by the concerned authorities for the maintenance plan, meaning that when starting to maintain a building, specific steps are not followed by the concerned authorities that the offices can follow. Therefore, the main objective of the research was to reach clear steps that can be followed when initiating the maintenance of a building, since the preparation of the maintenance plan, which will ensure the study of damage factors, up to the restoration interventions, which are the focus of the maintenance plan .
The importance of the research is due to the fact that when establishing clear steps for the maintenance plan when embarking on the maintenance and restoration of a heritage building, this leads to raising the efficiency of the Egyptian restoration system, which is the result of the research. Note that in other countries that have stocks of heritage buildings, they have fixed and specific steps by the concerned authorities that can be followed to prepare a maintenance plan for a heritage building. The scope of the research was the Arab Republic of Egypt. The research question was what are the steps that can be followed when preparing a maintenance plan for a heritage building to be restored ?
Where the research dealt with steps to prepare a maintenance plan for a heritage building, which takes place first in the study and review stage, through the examination of the building and documentation of the examination, then the manifestations of damage and the factors that led to it are studied, then the type of operations that will be included in the maintenance plan is determined, then the policies for maintenance are determined, and then the type of restoration interventions is determined. Then preparing an indicative timetable for it, then finally preparing the assessment of the restoration operations to be implemented, and then offering the restoration currency .
